Survived by his wife of 33 years, Cheryl Bilbo; Sister, Susan Bilbo, two nieces and a nephew

Joel was a sergeant with Henrico County Security.  He was the 2nd youngest to receive the honor of Eagle Scout from the Boy Scouts of America.  He attended Charles County Community College in Maryland, and received a degree in Computer Aided Drafting.  He was a member of the NRA, and an avid gun collector and competitive shooter.
